To be eligible for federal funding, the Florida High Speed Rail program must meet the requirements of the National Environmental Policy Act (NEPA), ensuring potential system impacts to the natural and built environment have been assessed and any potential impacts will be mitigated. The NEPA process includes preparing an environmental impact statement, and the completion of the NEPA process is a Record of Decision (ROD) by the Federal Railroad Administration (FRA).
Phase 1 (Tampa to Orlando)
The Final Environmental Impact Statement (FEIS) for the Tampa to Orlando corridor was completed in July 2005. To ensure changes in the corridor since 2005 were taken into account, the FDOT conducted an FEIS Re-evaluation of Phase 1 of the project. Phase 2 (Orlando to Miami)
Florida is seeking $8 million in federal high speed rail funds from the Federal Railroad Administration (FRA) to accelerate the planning work for the federally designated 220-mile Orlando-Miami high speed rail corridor.
The federal funds would come from $50 million high speed rail planning program managed by the FRA. The competition for these funds was announced in April, and Florida has moved quickly to put together a competitive application, which was submitted on May 20, 2010. FDOT is providing $2 million in state funds and is already starting work on the corridor.
Florida’s federal grant application is supported by major business, labor, and environmental groups as well as the mayors of Dade and Orange counties, mirroring the coalition that supported its successful Tampa-Orlando application.
The grant application is for a Service Development Plan and Corridor-wide Environmental Documentation for the Orlando-Miami corridor. The application requests funding to evaluate potential alignments in this corridor.
